The Democratic Republic of Congo's National Rural Electrification and Energy Services Agency (ANSER) has provisionally awarded three contracts, worth a combined $12.1-million inclusive of taxes, for solar photovoltaic (PV) plants in the provinces of Mongala, Equateur and Mai-Ndombe, according to procurement decisions reviewed by Bankable.

The plants will be built at Bumba, Lukolela and Nioki Centre — localities where grid access is inadequate or absent — as part of ANSER's drive to expand electricity access in rural and peri-urban areas through decentralised renewable energy. The procurements were conducted under Congolese public-procurement rules and received non-objection notices from the Directorate General for Public Procurement Control (DGCMP), a precondition for validating public contracts.

The largest of the three, at Nioki Centre in Mai-Ndombe, accounts for nearly three-quarters of the total. Awarded to the EMC-ELICOM consortium under a decision dated 27 May 2026, it covers a 3,000 kWp (3 MWp) plant valued at about $8.79-million inclusive of taxes — almost nine times the capacity of each of the other two installations. The consortium combines firms specialised in electromechanical engineering and technical equipment.

The other two contracts went provisionally to GOSHOP Energy SARL, already active in the DRC's solar sector: a 350 kWp plant at Bumba in Mongala province, valued at about $1.75-million (award dated 3 June 2026), and a 350 kWp plant at Lukolela in Equateur province, valued at about $1.55-million (award dated 29 May 2026) — together 700 kWp for roughly $3.3-million. GOSHOP has previously worked with ANSER under the government's 145 Territories Local Development Programme (PDL-145T), including solar electrification at Lumumba-Ville, and operates across solar generation, mini-grids, battery storage and electrical infrastructure.
